  • at time of inviting the parties for forming CoM:
    • coalition formed prior to the election

Small:
  • effective debate, less expenditure, maintain secrecy, consensus oriented
  • Large CoM is against democracy which require more and more elected representatives in the legislature rather than executive, for effective debate.
Instruments for effective functioning of CoM
Cabinet committee

  • Issues in working:
    • junior ministers are rarely appointed
    • membership dependent on  political consideration
    • irregular meeting
    • PMO is the chair of most of these: this compromises the revisory function of the CoM

Criticism of GoMs and EGoMs
  • under mines the responsibility of the cabinet and principle of collective responsibility
Benefits:
  • save time for CoM, quick decision making etc
  • facilitate coordination
  • effective deliberation
  • better scrutiny and analysis of tasks, policies etc
  • Safeguards the principles of collective responsibilities as junior ministers also become the parts of this
